Hay River Review is owned by Hay River Publishing Cooperative. Purchasing a $10 stock share is an investment in the newspaper. If you hold a subscription and a share of stock, you can vote at the annual meeting and have a voice in how the paper operates. HRPC does not pay out dividends. (Sorta like owning Green Bay Packer stock.)
